How much does a home wellness room cost in the UAE?

A full suite with a sauna, a steam room and a cold plunge costs AED 200,000 to 500,000 and more in the UAE, and full wet and dry suites start at AED 400,000. The spread inside each band is mostly size and finish. As an example, an 11 m³ sauna with a 9 kW heater is priced at AED 65,000 to 110,000 installed, and a marble steam room can pass AED 300,000. How big does each room need to be?

Heaters and steam generators are sized to the room's volume, so we ask for your measurements in metres before any supplier names a model. Harvia's published ranges show why:

Height matters as much as floor area. The Vega BC60 wants a room at least 1,900 mm high and 1,100 mm of safety distance between the heater and the ceiling. Harvia publishes no separate volumes for heavy tiled steam rooms, so every steam offer we bring you names the generator against your finish.

Power and water for the suite

Three hot or wet rooms put real load on a villa's board. We ask each supplier what their equipment draws, and an electrician confirms what your home can take.

  • A circuit per heater. DEWA puts every sauna on its own final sub-circuit, with control gear outside the cabin and 30 mA protection on heater circuits. The Dubai Building Code asks for sauna heaters to UL 875.
  • Real current. A 9 kW heater takes 3 x 16 A on three-phase, or draws about 39 A on single phase. A 9 kW steam generator also takes 3 x 16 A.
  • Pumps. DEWA sets 10 mA earth-leakage protection on Jacuzzi pumps and underwater lights.
  • The total. Any extension needs DEWA's prior approval, filed by an enrolled contractor. Dubai Holding's community rules add that approved works must not exceed the plot's electrical load capacity.

As a worked example on DEWA's tariff, an hour at full output costs AED 2.74 to 4.16 for a 9 kW sauna heater and AED 1.37 to 2.08 for a 4.5 kW steam generator, lowest to highest slab with the October 2026 fuel surcharge and VAT. That is rated power times the tariff, not a measured bill.

Ask what your villa can take

Is a built-in plunge a swimming pool?

In Dubai, yes, and we tell you that before you choose. Dubai Municipality counts any bathing structure that can hold 300 mm of water as a swimming pool, every pool at a private villa "shall be registered to Dubai Municipality prior start of construction/installation", and it needs a permanent enclosure. The pool plan guideline covers all public and private pools in the emirate and asks for at least 1 m of space around a pool. Weight is the other question: the Dubai Building Code designs water at 10 kN per cubic metre, 1 kN/m² for every 100 mm of depth, and pool tanks for their full head of water, so a plunge on an upper floor starts with a structural engineer.

A free-standing all-in-one plunge avoids the build, though not necessarily the rule: the 300 mm wording appears to cover a tub too, and we confirm the route for each job. Our page on all-in-one plunges compares the two.

Approvals for a wellness room

Three bodies can have a say, and we raise each one before an order is placed. Dubai Municipality registers the plunge pool. The master developer approves the alteration: Emaar requires a No Objection Certificate for any change to a villa, with 2022 fees of AED 500 for review and AED 1,000 or 2,000 for minor or major works, and Dubai Holding Community Management requires an application for any installation, structural or not. DEWA approves the extra load. In an Emaar apartment the factsheet rules out structural works and the removal, relocation or coverage of MEP and fire-fighting systems, so a tower suite has to work with the services already there.

Start from volume. Harvia sizes a 4.5 kW sauna heater for 3 to 6 m³ and a 4.5 kW steam generator for 2 to 7 m³, and its Vega BC60 needs a room at least 1,900 mm high. Add the plunge, the space around it, and a dry place for the controls outside the hot rooms.
Can I build a wellness room in an apartment?
A small one. Emaar's factsheet rules out structural works and moving or covering MEP and fire-fighting systems in apartments, and Harvia says its infrared cabins plug into a normal socket. Our apartment rules page covers what towers allow.
Does a wellness room need a permit in Dubai?
Parts of it do. A plunge pool that holds 300 mm of water must be registered with Dubai Municipality before construction. Who should check with a doctor before using a sauna or steam room?
Harvard Health says people with "unstable chest pain (angina), poorly controlled high blood pressure, or other serious heart issues should avoid" hot baths and saunas, and advises against alcohol before and after. NHS guidance says you may choose to avoid saunas, steam rooms and hot tubs in pregnancy because of the risks of overheating, dehydration and fainting, and the NHS advises people with Raynaud's to avoid sudden changes in temperature. Ask your doctor first if any of these apply.
Can walls and waterproofing be part of the same offer?
