A site needs more than a list price. Delivery, the drain, the circuit and a service contract all belong in the offer, and we ask for each as a line. What does Dubai Municipality require at a gym or spa?
The Municipality's Technical Guidelines on Health and Safety Requirements for Fitness Centers, version 5, issued 14 April 2026, set the baseline. For saunas and steam rooms they require a sign with safe-use guidelines at the entrance and "an emergency alarm system connected to a manned reception area", and they point to separate Municipality circulars. For water, they require test results for recreational water systems such as a jacuzzi and quarterly Legionella testing under the Municipality's Technical Guidelines Manual 44. Low-voltage appliances traded must conform to UAE specifications.
- Pool rules can apply too. The Municipality's public pool guideline counts spas and hot tubs as pools and covers communal pools in residential buildings. Its coldest water band is 26°C and below, with no cold-pool category, so we confirm how a plunge is treated per site.
- Lifeguards. Local Order 2 of 2012 requires a full-time lifeguard at public pools, except in residential buildings and compounds. Whether that reaches a gym plunge pool is not confirmed, and we ask before you commit.
- Electrics. DEWA puts Jacuzzi pumps on 10 mA earth-leakage protection and needs prior approval for added load.
How big a chiller does a commercial cold plunge need?
It depends on the water volume and on how many people use it a day. One integrated-unit maker selling in Dubai rates its standard bath as suitable for "residential use or volumes of less than 10 users per day", and we ask every supplier where their unit sits against that line. Above it, the commercial chillers on sale in the UAE are 3 HP and 5 HP units. We ask for cooling output in BTU/h or kW at 48°C, DEWA's design shade temperature, because a rating at 36°C ambient describes a much easier room. Our chiller sizing page explains the ratings.
Temperature is the other setting to agree in advance. Dubai studios that state their plunge temperatures run them between 1 and 13°C, some with three rooms at different settings. Cleveland Clinic suggests beginners start at 10 to 15°C and never go below 4°C, which is worth a line on the safe-use sign.
Rent or buy the first commercial plunge
Commercial rental runs from AED 4,200 a month for 1 to 12 months, paid upfront. Twelve months at that rate is AED 50,400, against AED 38,000 to buy the stainless unit outright, so renting suits a trial season or a pop-up rather than a permanent room; we get you offers on both and set them side by side. As a worked example on the other side, Dubai studios charge about AED 99 to 145 for a single ice bath session, so 263 sessions at AED 145 cover the AED 38,000 list price, before power, water, staff and servicing. Power costs for a commercial plunge
DEWA charges commercial customers the same slabs as homes: 23, 28, 32 or 38 fils per kWh by monthly use, plus a fuel surcharge of 6 fils for October 2026 and 5% VAT. A gym already past 6,000 kWh a month pays 44 fils plus VAT for every kWh a chiller adds. Abu Dhabi's commercial tariff is a single 20 fils band, so a 1 HP chiller drawing 1,100 W costs about AED 0.22 per running hour there as a worked example. Etihad Water and Electricity charges commercial sites in the Northern Emirates the same slabs as DEWA plus a 5 fils surcharge. - Studios that publish their temperatures run plunges between 1 and 13°C, some with rooms at different settings. Cleveland Clinic suggests beginners start at 10 to 15°C, never go below 4°C and stay in for five minutes at most.
- Which members should check with a doctor first?
- Cleveland Clinic lists heart disease, high blood pressure, diabetes, pregnancy, peripheral neuropathy, poor circulation, venous stasis and cold agglutinin disease, and warns cold immersion "can be dangerous for people with heart conditions, hypertension or elevated stroke risk". The NHS advises people with Raynaud's to avoid sudden changes in temperature, and Harvard Health's sauna guidance says to avoid alcohol before and after. That list belongs on the safe-use sign.
- What does servicing a commercial plunge cost?
