What does Dubai Municipality require of a gym sauna?
Every offer we bring you is priced against this list. Dubai Municipality's Technical Guidelines on Health and Safety Requirements for Fitness Centers (DM-HSD-GU13-FCC2, version 5, issued 14 April 2026) set out what a sauna or steam room in a gym must have. Sections 9-3 and 10-2 list:
- An emergency alarm connected to a manned reception area, so a user can call for help.
- A sign at the entrance showing safe-use guidelines.
- Lighting, a non-slip floor and ventilation suited to the room.
- The manufacturer's instructions followed for installation and use.
- Dubai Municipality's own circulars on saunas and steam rooms, which the guideline says must be adhered to.
- Low-voltage appliances conforming to UAE specifications, under section 10-2.
Water brings more. Where the gym runs a jacuzzi, the same guideline asks for water-quality test results on record, and its Table 4 sets quarterly Legionella testing under Dubai Municipality's Technical Guidelines Manual 44. The Dubai Building Code (H.4.16.5) requires every sauna heater to be installed to UL 875 and the manufacturer's instructions.
How much power does a commercial sauna need?
Heaters are sized to room volume: Harvia's Vega BC90 is 9 kW for 8 to 14 m³ and takes 3 x 16 A on a 400 V three-phase supply. The IEC safety standard for sauna heaters and infrared units, IEC 60335-2-53, covers appliances up to 20 kW, in home and public saunas alike. DEWA's Regulation 4.6.5 still applies: a separate final sub-circuit from the distribution board, control gear outside the room and 30 mA protection on heater circuits.
Tariffs differ by emirate. DEWA charges commercial customers the same slabs as homes, 23 to 38 fils per kWh plus a 6 fils fuel surcharge for October 2026 and 5% VAT; as a worked example, a 9 kW heater at full output costs AED 2.74 to AED 4.16 an hour in Dubai. Abu Dhabi's distribution company charges commercial customers a single band of 20 fils, and Etihad Water and Electricity uses the 23 to 38 fils slabs plus 5 fils. Added load in Dubai is applied for online by a DEWA-enrolled consultant or contractor, and DEWA's published timeline approves a low-voltage design of 1 to 150 kW in one working day; in Abu Dhabi, an increase above 10% of connected load needs the distribution company's approval. What changes in a residential tower or community?
The users. Dubai Holding Community Management's 2026 rules state that individuals under 18 may not use community steam rooms or saunas, so the sign and the access control need to say so. Communal water is a pool in Dubai Municipality's eyes: its public pool guideline (GU81, version 3, April 2024) counts spas and hot tubs as pools, including those in residential buildings, with spa water at 35 to 37°C, at least 4 mg/l of free chlorine and a full turnover every 30 minutes. Dubai Holding Community Management's rules also state that approved works must not exceed a plot's electrical load capacity, which puts the heater's kW in front of the community before any order is placed.

- For a jacuzzi in a Dubai gym, the fitness centre guideline asks for water-quality test results on record and quarterly Legionella testing under Manual 44. Dubai Municipality's public pool guideline has no cold-pool category; its lowest band is 26°C and below.
- Which health warnings belong on the entrance sign?
- Dubai Municipality requires a sign showing safe-use guidelines at the entrance. The published health positions: Harvard Health says people with unstable chest pain (angina), poorly controlled high blood pressure or other serious heart issues should avoid saunas, advises 15 to 20 minutes at most and no alcohol before or after. NHS guidance notes pregnant women may choose to avoid saunas and steam rooms because of overheating, dehydration and fainting, and for Raynaud's the NHS advises avoiding sudden changes in temperature.
